Buncombe County has changed in form since its inception, but it was always within the folds of the Appalachian mountains, judged to be the oldest in the world. Named after a Revolutionary War figure, Colonel Edward Buncombe, the county was formed from parts of Burke and Rutherford counties in 1791.

The Buncombe County Health Center Across the state, a network of essential services known as Public Health, works together to protect and improve the health of all citizens and to make our communities a safe and healthy place to live. The Buncombe County Land Records Department is an integral link between the Register of Deeds Office and County Offices that require current property ownership information and graphic representation of the property associated with the ownership record. The Land Records Department is responsible for maintaining and updating the cadastral layers within the Buncombe County Geographic Information System (GIS) and creating and updating ownership records for all property within Buncombe County. To contact a mapper/gis technician with questions concerning how property is mapped, acreage discrepancies, or property ownership select Mapping Questions from the list on the left. The Mappers/GIS technicians on staff are state certified by the North Carolina Land Records Department and maintain this certification by continuing education hours. For more than 125 years the public library has been an integral part of community life. We offer the traditional public library menu of services, including lending books, tapes, videos and other materials, providing reference and reader's advisory services, and programming for both children and adults. The Asheville-Buncombe Library System consists of 11 branch libraries conveniently located throughout Buncombe County, and our central branch, Pack Memorial Library, in downtown Asheville. Buncombe County Parks and Recreation Services is
located We serve not only the 206,330 residents of Buncombe County, but neighboring counties and tourists from other states as well. Our goal is to offer the best possible recreation resources while not being a burden to the taxpayer. 72 Gashes Creek Road
The Buncombe County Permits & Inspections Department exists to protect the life, safety and welfare of its citizens by administering and enforcing the North Carolina State Building Codes as adopted by the Building Code Council. Buncombe County Permits & Inspections provides building inspections and permitting services for all unincorporated areas of Buncombe County and through contractual agreements, provides these services for the towns of Biltmore Forest, Weaverville and Woodfin. Buncombe County Planning and Development provides direction to citizens of Buncombe County, and to those whose actions may directly impact citizens, in maintaining orderly and responsible growth by developing and enforcing ordinances, policies, and procedures relating to the use of land. The Mission of the Buncombe County Department of Social Services is to provide Buncombe citizens resources and services to maximize their well-being and self-determination. We aim to prevent abuse, neglect, and exploitation of vulnerable citizens, as well as, promote self-reliance and self-sufficiency for individuals and families. Our staff is committed to providing Buncombe's diverse population with effective services in a timely and respectful manner. Buncombe County's Department of Social Services is
governed by an appointed County Board of Social Services, which
is comprised of either three or five members. This board is the
hiring authority for the Director of Social Services, advises the
Director on agency operations, including the development of the
budget, and provides community and social planning. The Board also
is a conduit for communicating with the elected County Board of
Commissioners, which has the authority to approve the county social
services budget. The State Department of Health and Human Services
provides statewide policy for the administration of programs, but

The Tax Department lists, appraises and assesses all real and personal property in Buncombe County, and collects tax payments for Buncombe County and other taxing districts. We are in located in Room 320 on the 3rd Floor of the Buncombe County Courthouse, 60 Court Plaza in downtown Asheville. Tax office hours are 8:30am through 5:00pm Monday through Friday.
